This is just a hypothetical question, but let's say IF it were to happen and a conflict between two sides did occur, who would you say has the greatest advantage? Ponies or humans?
This issue has been mentioned and explored many times before in many HiE fanfics, especially the 'TCB' stories.
If you remember or have heard of a show 'Deadliest Warrior', it took soldiers and armies of the same era but different countries and time periods, analyzed and determined both their strenghts and weaknesses and created a fictional scenario in which these groups fought eachother to see which had the most advantage based on a game engine that determined the results after a thousand simulated battles.

While you might have said that bad things happen to humans only if they get out of the line, in response to someone's comment, that is actually horrifying. Humans are closely monitored and the standards are far more rigid, some of the most basic human rights were taken away, they can locate us anywhere we are and even interrupt our love life, moving us to other town or facility if we don't want to be turned into pony.
They don't even think about allowing the cultures to enrich each other. They take away our electronics, edit our books if there is any content they may find issue with, they don't allow us to learn potionmaking without "Big brother watching us", they constantly know where we are and will ruin our love life, they don't allow us to stand our ground during arguments, we don't have any way to defend ourselves and such. It especially hurts if the human was brought into Equestria by accident.
"Abandon your culture, take on ours. You have no other choice. Your individuality will be taken away."
This is one of the reasons I don't want to read any Conversion Bureau fics. World needs Chaos to change, for society to become better. Order like this produces stagnation. I tend more towards Chaos, as I will rebel against laws like those.

We give options. We don't force or imprison anyone.
We think human beings are like children. Lots of potential. but still need care, because their immaturity can put them at risk.
We does not force them to abandon their culture. We just present ours and they are not required to participate. But we would appreciate it if they did.
And we has no connection to this "bureau". We are not taking human by force.

Well that was a fun read! I just found out about you and started to read your comics, when I found out that this rule book was sort of an introduction to them. I really enjoyed your rules and am looking forward to reading the other books as well! Also, are you still making revisions of this and want help? I saw you are from Brazil and was wondering if English was your second language. You've done a fantastic job with this, but there are a few things that might make your points clearer. If not, I enjoy your work anyways and am looking forward to catching up on all your work!

Glad you enjoyed it! English is not exactly my second language. ^_^; But whenever I make mistakes, I have friends who help me to correct the grammar. (You may have noticed in the credits, the names of some people who helped me).
Although there are still some pages have not been reviewed. But I'm always correcting, when they warn me that something's wrong.
I have plans for another manual. (now about how the ponies must deal with the humans)
But it will be a little later.

Well, it's obvious english isn't your first language. I'd like to finally sit down and go through the grammar on this, but I'm not sure what you mean by that first sentence. By "close" did you mean "conclude" or "seal/lock away"?

This manual has succeeded in frustrating me like this: [link] and I classify this as [link] . There are many solutions to the scenarios listed in this manual but knowing how Celestia and Luna are the biggest butts in Equestria and by the nature of this manual has alienated the human race and belittled it to the point of which "Go pony or die". I have the feeling they fear science for magic only. Its like the evolution versus creationism, the largest nasty debate where arrogance runs rampant. Again this manual left me no sleep upon reading the entire thing. [link]

The goal of all this is to show one possible scenario, if you consider real human walking in Equestria. No stereotypical humans of the eighties,[link] so the fear and the need to suppress possible antics coming from humans. But remember, "bad things" only will happen to them IF they get out of line. Other than that Equestria is a good place to live.

After reading this... I've started to imagine a world where humans are NOT only the dominant species. They somehow interact with more civilized and smarter ponies, griffons, dragons, etc. Wow, imagine walking in an airport seeing different species interact with each other.
