Well, most medival legends say that dragons live for 200 - 500 years.
Spike was born when Twilight was about 10 years old (probably). Let's say Twilight is 20 - 25 years old, that makes Spike around 10 - 15 years old. So he's pretty much a newborn.

I heard that dragons can reach 1000 years old. And most sources and people over here, in the fandom say so.
The 'baby dragon' can't be taken in its literal meaning. Even if he's 10 -15 yo in your opinion, it's simply ridiculous calling him a newborn in that case. Of course it's baby age compared to dragon's lifespan, because it's 15 to 1000Β which corresponds to pony'sΒ 1,5 to 100. (let's make the numbers rounded and assume that ponies in MLP universe have human lifespan and can live to the age of 100.)Β
I think the mind of Spike is a mix of baby (greater need for the sleep, sucking his thumb etc.), preteen boy (childish behaviours, love for sweets) and an older teenager (all the mature things he does, the fact he fell in love with Rarity, and dammit, his voice. His voice is really deep. Too deep for a young teenager.) Second thing; when the baby stops being a baby? Does baby talk? Does baby walk on two legs well? Maybe Spike is a baby dragon. But only in the dragon years. And it makes a difference. He still can have some baby behaviours because it's hidden in his dragon being and it's normal for him as a baby dragon. On the other hand he lives long enough to learn how to walk, how to speak and make mature decisions, do chores, help his friends, and more. Time couldn't have stop that or make it develop more slowly. The other thing is that he's been living with ponies since he hatched. There's a possibility he's learned a lot of things thanks to them, because they're different creatures. They live differently, and their lives are shorter. So, let's say they mature earlier than dragons. We don't know how other dragons who haven't interacted with ponies mature on the mental and physical levels.
As to Twilight age when she was passing the exam. She was a filly. Wasn't she in the magic kindergarten? She had to be 5-6 years old at most.
Finally, it's just a cartoon. Overthinking it doesn't make any deeper sense.

Third, you mean the overthinking? I just try to explain how it works in my opinion, wanting to make it logical and clear. Maybe it looks like I overthink this issue, but I wouldn't overthinking it if I didn't want to enlighten people saying their ridiculous statements about Spike's age and maturity.

In pony years he'd be around 2. I mean if he was a pony at the same stage of life as he's as a dragon. Do you get what I mean?
In dragon years he is 16 (let's assume) and this is the baby age in the dragons' case.
But since the age of 16 is age big enough to learn how to walk, how to speak and other things (as I mentioned before), the fact it's the dragons' baby age doesn't have much to do here. It's just a fucking term used to describe the stage of dragon lifespan. Didn't you think maybe Spike is a special dragon...? He lives with ponies since he hatched. And the power which hatched him was unicorn's magic. There can be a lot of scenarios trying to explain Spike's being.
But the main thing is that we can't discuss the cartoon facts like they are science facts.
