Interesting, this seal is the sun, the other one is the moon, but overlapping each other they look like an eclipse coming to be.

I'm fairly certain the words are suposed to be dashed lines that when combined with the ones on his other hand form a second circle around the first circle, you will see this second circle on most "ranged" transmutations.

Well, now that I've reviewed my archive for circles, I can suggest you to watch episode 31 of Brotherhood. More or less at 15' minute, during the Kimblee flashback, his circles are shown very well.
