Description I really wanted to have those spinny things loop properly and also move slow enough, which forced me to make the animation longer than intended at first, and introduce a blue guy to fill the wait until the loop...
Must... stop... overcomplicating...

I can relate... My free time is pretty limited but I choose to afford an hour of drawing a day (though I tend to make it more because I complicate 'simple' things). Just starting out with 10-20 minutes of drawing a day and progress happens. I refuse to believe that a person can't afford 10 minutes to scribble something up every day, if they are truly dedicated, and have the tools for it. Even if it may end up crap, after doing it every day, you can't not get better.

I can spend more than 10 minutes on a drawing i want to make whenever I want.
But I'm weird with art, If I work on art I NEED to finish it.
If I don't, I will completely forget what I was doing and will either need to restart or give up on it (i don't do that anymore)
Hence the reason I need at least an hour of spare time

Who said about leaving it for later? Make a complete work in those 10-20 minutes, just leave it and call it a day. Just check some of my earlier dailies, which are just sketches that is finished and never touched again. I am also very much against spreading work out too much for the same reasons you mentioned. Hence why I find the dailies and their 'what's done is done' mentality a lot. If I do make something that may need an upgrade, no reason not to polish it up later if I feel like it.

It's probably just standard artistic perfectionism. I suffer from it often but I fight and sometimes beat it

The program I use recently had an update,
It added a ton of stuff and made the program much better
BUT, I have big issues with perfomance,
Imagine having to wait up to 2 minutes PER STROKE!
Which means if you make a mistake You have to wait,
And it hasn't been fixed yet.
I'm sure its cause I have an old phone but eh...
Maybe there's a performance update soon.
For the mean time I use GIMP and Piskel

Oh, you use phone for drawing too
I use MediBang when drawing on the phone. Have never had performance issues, but I am unsure of the phone you have. You might consider giving it a try. It is free and works better than most android apps that are paid, and exists on windows too, in pretty much the same form.

And I used it, it does have Really cool things and runs well.
But It didn't stick with me, this was when I was looking for an art program might give it another try.
(I use a samsung galaxy S4)

I use a galaxy note 2, so your phone is superior in hardware. You might consider giving it another go with the app, it gets new stuff pretty often.

Maybe I just got to get used to Medibang,
Though the Artflow circle GUIDE is what drew me to it.
The again it doesn't work anymore.
And maybe you should look at artflow again, it would explain whether it is hardware issues or not and you would see the new stuff
(I also paid for it, hence the reason it's kinda sad to let it go)

I just tried artflow and it works smoothly. I compared our phone specs too, and yours is marginally better, but still better, so it shouldn't be hardware. Maybe you have low free space so it has problems managing or some hardware is faulty, if other things are also slow. Maybe look into doing some cleanup.
Artflow did update, but it's still inferior, though it's interface is a lot fancier
I parted with it with good memories since it did get lots of stuff done for me, so it wasn't a waste. It's cheap though, so no hard feelings.
Medibang has guides too, and more than just circles, it has stuff like perspective too, but I love it the most for it's folder layers and many blending modes, which is super rare for a phone app. And you can sync to the cloud and transfer to the PC with it.

Pivot is so much slower and limited by comparison, but I guess it would help beginners.
Still, drawing stickmen is not high art, of all things
