Been working on this baby since the beginning of July~(July 3rd-Aug5th) that's why i haven't really posted art lately ! I kind of wanted to post a tutorial / progress of how I made my helmet to help others with theirs ^w^ here are the steps:

so I started with a 20 year old helmet that I got for only $5 (lucky me) and I found it on Used.ca! I started with sanding the helmet to get off the rest of the top coat on it but since it was so old I didn't need to do a lot of sanding. ( wear stuff around your face because that shit is narsty to breath in. (Oh , and with sanding start with the hardest grit and then move down to the softer ones)
after the sanding I started to plan out the ears and this took a while to get right. Now I was a little limited on materials so I started with cardboard first (didn't work, I needed something with more flexibility) so I used paper instead and covered it in duct tape. I noticed Celty's ears are pointed more upward so on the outside cut out of the ear I made it longer so it would point up. After I did that I used pieces of tape to measure where the ears would go on the helmet so that way they would be as straight and in place as possible. ( honestly craft foam probably would have been easier to use for the ears so feel free to use that, plus that is what another person used)
I then taped on the ears in place and covered them with more duct tape to straighten them out even more and layered the tape until I was happy. Then I cut out the front of the ears out of card paper and I hot glued those in place. I then put on a couple layers of paper mashe! This stuff is pretty easy to apply and it makes the ears stronger! I made a paste with warm water, white glue and all purpose flour. (I reused the same paste several times by just refrigerating it)
after about four or five layers of mashe I started using paper clay and this stuff is pretty awesome. It is hard to smooth out but using water helps smooth it the best. Plus sanding it later will help even more but definitely try to get it as smooth as possible.
Once I did a couple layers of that I kept sanding it and then added more until it go as smooth and straight as possible. it takes a while to dry so that is the only thing that sucks a little bit.
and after I got it how I liked it I started painting it with the yellow acrylic paint and I did several layers of the yellow until it came out right, and using acrylic was a little tricky for the details but I did my best. also I should have gotten painters tape because the stencils I made for the designs bled when i painted over them I managed to fix it up but definitely don't use glow in the dark duct tape lol.( I also got more supplies then i should have, I got  two bottles of paint when I only needed one! and that's the same with the paperclay I didn't even use a full packet!)
(UPDATE) and ya! So to complete it i added a couple coats of acrylic gloss sealant spray and managed to find a visor that fit as well as possible, ( after tons of trouble) and my Granddad cut the visor slightly and then it fit!I added a piece of black scarf underneath to make it even darker ^w^ and viola! It's done!
Further notes/issues: The helmet fogs up a lot so that's the only annoying thing about it,(I honestly think that's just because of the piece of scarf that's on the inside) its hard to see sometimes and unfogging can be difficult, Its quite heavy because the helmet is old, I had long hair and that was hard to fit in it. Other then that, it's great!
Update 2: To stop any visor fogging, wash the visor and cover it in shaving cream and then wait (20 minutes) then wipe the shaving cream off (DON'T Wash it off) this stops the fogging for a good while but you may need to repeat this step in the future if the fogging happens again. It's worked really well for me but I definitely have to do this trick again.

So feel free to ask me any questions!
pictures are mine~ Celty sturluson is from Durarara and I don't own her.
