This reminds me an awful lot of a theory about the Pokemon games I read, that stipulated that the reason why all the enemy trainers look the same is because they're just people wearing hyperrealistic disguises.

I've always liked that masking concept where multiple people have a job at the same place, but they work in shifts where they mask as one person, making it seem as if there is only one person working there. There's never really a valid reason as to why, but that for some reason makes me like the concept more

I can think of a couple reasons.

One is that the mask is of someone who got the company of a lot of accounts but had to go on emergency leave. The customers all expect her, so whoever isn't really busy has to fill in whenever there's a call for her.
Or everyone keeps asking for the girl from the ad, so eventually everyone's just suited as her.

I think Chiscringle has it right; customers want a "familiar" experience, so they might be more loyal to the company if they see the same face there every time they visit.
It might also work as part of the company's plan: they designed a receptionist "character" and make hiring decisions based on how well the receptionist can do their job while playing the part. Which means that a male could have a shot, as long as he can act sufficiently female while on the clock.
