I wrestled for a while to come up with a way to present the newcomer files. I had intended on a fancy graphic with arrows coming from a central core to signify the directional specials, but it looked so bad I couldn't stand to finish it. I think this will work.I've heard rumours that Toad was supposed to be a playable Smasher years ago, but the development team couldn't think of an attack scheme for him so they bundled him in with Peach and repeatedly alluded to his amazing strength.
To me, Toad has always been the item guy. I always thought the mushroom people who populated the Toad Houses of SMB3 were the same person: one loyal subject who was the absolute authority on all the crazy items of Mario's world and in Mario Kart Wii it's established that he even has a boxing factory for them! So my Toad used items for his attacks (Kuribo's Shoe, P Balloon etc.) but as it had similarities to other newcomers of mine I eventually condensed it into a block themed set.
Mushroom Block: Inspired by Wario's Woods and SMB2, Toad pulls out a mushroom block which can be hurled at opponents. Charge it up and a stack of up to five blocks can be carried, covering more ground when thrown.
Grab Block: From SMB3 and SMW, this glowing blue block can be kicked along the ground and will continue to slide until it hits an enemy or a wall.
Propellor Block: NSMBWii introduced this one, though it would probably be orange as in SM3DLand. A pretty obvious recovery, and maybe the block will carry on after Toad lets go, similar to Snake's flying machine.
Brick Block: An interesting one. For this, Toad drops a large brick block directly underneath him which will last until a certain amount of time has passed or until it's destroyed. A standard obstacle on the ground, but if used in the air it will float and function as a temporary platform. Best utilised above an opponent trying to get back on the stage. Watch as they bash their heads and fall to their doom!
POW Block: Toad's Final Smash involves him smashing a giant POW block to the ground, causing an almost instant knockout to anyone touching the ground at that time. Extremely powerful, but lasts for a very short amount of time so you're best off using it as a particular enemy is just about to touch down.

Well it's been a very long time, but I'm finally gonna comment on all your newcomers from this project. To be honest I don't why I never did before, because I saw these pics on here long before I even commented on the Smash Rally project. Better late than never, figured I'd start doing these before Nintendo's E3 direct.
Anyway, I used to be against Toad for Smash 4 because I wanted to see other Mario newcomers because they'd be way more interesting (mainly Bowser Jr.), but now that we've had both him and Rosalina, I'm more open to Toad showing up in Smash now (although I'd still prefer Paper Mario, Geno or Waluigi). I still think he'd be rather plain, but I think if they do it right he can stand out in some way. I'd make him have powerful Smash attacks and some other strong attacks, while being fast and lightweight, which would be a reference to his Super Mario Bros. 2 stats where he had high power for some reason. I think that power contrasting with his size, speed and weight would make him stand out from other smaller characters. He'd also have low jump height, but a good recovery. And maybe even if you crouch for a bit he does the super-jump from SMB2 as well.
As for your moveset, I have to say the block-themed specials set is an interesting and unique approach, if a little odd. I actually had an idea for a Mushroom Block special too that's pretty similar to yours, except he can't hold more than one. Grab Block is a simple but neat move that would be useful (especially off-stage) but it has nothing to do with Toad really since he wasn't playable in 3 or World. Propeller Block is a good choice, it's pretty similar to what most people give him for a recover; the Propellor Suit (which I'd give him too). One thing I think you could add is that he can hold onto to fall slower after he stops gaining height, and can throw it to attack as he's falling, like how you can use the block as a weapon in NSMBW. Brick Block is a very unique move with very unique properties and probably the move here that stands out the most. Only problem is it has the potential to be very overpowered as he could pretty much use it after double jumping to give him ground to stand on have another set of jumps to do, making his recovery from being knocked off stage absolutely insane. As for POW Block, it sounds alright, but it also sounds like it'd be a very easy Final Smash to avoid. Plus now Smash 4 has made it an item, so I guess you'd have to change it anyway.
Overall, while I wouldn't go with the block approach myself, I commend you for going with such a unique direction for Toad that nobody else has done.

I'm probably not going o push back against too many of your critiques for these since they are all very old now, I'd probably do most of them differently and we've seen a lot more about Smash Ultimate at this point!
I get where you're coming from about making him fast and strong, but there's the danger there of making him overpowered - usually slowness is the main counterpoint to high power. However, making him very light and not very nimble (ow jump, as you say) might be enough to balance it out.
I'm going to assume you've seen Nintendo's E3 now but let me know if you haven't so I don't spoil anything for you!
We've seen Toad play a slightly bigger role in Peach's moveset this time around by being the muscle in her grad repertoire and I love it! I don't think it will afford him a playable role but it's a bit of extra recognition that I'm happy to see.

Aww... I was kinda hoping to see what you thought of these (and my thoughts on your ideas). Oh well, fair enough if you'd do these differently now.
Well he wouldn't be strong on all attacks. Mostly just his Smash Attacks and a few others. Just give him a few moves that have a surprising amount of punch.
Yeah, I've seen their E3 stuff (makes me glad I already commented on your Ridley one just before their Direct, lol). Kinda weird to see Toad do a lot more fighting for her; either I'm just used to her doing those moves on her own, or Toad showing up out of nowhere looks odd (at least with her special you see her pull him from... somewhere). I guess it's okay but I hope it isn't a permanent thing. Personally, Peach's Toad special was always weird to me, since Toad's never use spores in the games ever. I guess it is neat to see Toad helping out for a bit this time, and it is something different, but if I were in charge, I'd remove Toad from Peach's moveset completely, even if Toad didn't end up being playable. Don't know what to give Peach for a new neutral special though.

That becomes a bit of a hang up for discussion, in that some characters do have completely made up attacks, so it's tempting to only want to see real abilities but if a character doesn't have many it doesn't mean they're not a contender.
I always thought characters and objects appearing out of nowhere was weird too, but it happens quite a lot now so I think I'm used to it.

It's true a lot of characters pull things out of nowhere, but to me a character pulling a weapon out of hammerspace isn't as distracting as a character literally appearing out of nowhere mid-grab.

His final smash should be where he summons that Bazooka that he always forgets and blasts people with it.

Actually, considering Yoshi hides inside an egg that comes out of nowhere and Wario rides a motorcycle that comes out of nowhere, I was thinking Toad could use a Mario Kart (that, natch, comes out of nowhere) when you press Forward-B, maybe a Mario party die can be a random attack, also he'd share a few moves with Peach. Of course, Peach might have to get a new move to replace her "Toad-shield"... or just use Toadsworth?... You can probably tell I think about his possible moveset a lot.
Now, why can't Toad play in SSB? He's fought in the American Super Mario 2, he's been playable in Mario Kart and Mario Party, and we can now play as 2 different Toads in NSMBWii. Not to mention he was considered a regular character when Mario Super Show was new.

Honestly I think he's got a lot of scope but equally honestly I don't think he's got much chance of breaking away from Peach in the next game. I think too many newcomers will take preference, sadly.

Intersting moveset...
Though I don't agrre with one or two moves,I'm pleased to see that someone had good ideas to share.
Since Toad usually adds a sense of mayhem to games(mostly mariokart,the damn bugger)His stardard B (mushroom blocks) could be changed to his almost iconic throw.grabbing others in a brisk-bowser-slam style , could grab and fling his opponents with the lightest ease.. His Down-B could be changed to a ground-pound attack...also allowing his Up-B propeller block attack to "drill" himself towards foes,similar to NsmbWii..

I think there are enough ground pounders already.
Actually though, in an earlier version of this moveset I did have him kind of ground-pounding with a Kuribo Shoe.
There are plenty of options but I felt it would be nice to create a running theme throughout him moves.

well,we will see...I mean,nintendo announced they'd edit some movesets before the game comes...cross you fingers they replace peach's "b"move so Toad gets a fighting chance..
