Hello ! You've just to unzip the file (two clicks). After that, you've to put this file in Gimp>Brushes. You've to open gimp and click on "update brushes".

Download the file, then extract it to C:\Users\[username]\.gimp-2.x\brushes\.
That's on Vista and Win7.
(An easier way to find the brush location is to right click one in the brush pane of GIMP and click 'Copy Brush Location')
