Well, this is how i did it:
1) download it
2) open the zip file
3) open a new window that has your files
4) go to C:\Program Files\GIMP 2\share\gimp\2.0\brushes\Splatters
5) transfer the zip files into Splatter
6) open gimp and go to brushes and there!
