It`s easy really. Check out some tutorials and if youΒ΄re still confused IΒ΄ll explain. (:

Actually I am awful when it comes to English or explaining but I`ll give my best (;
At the right of the picture you see a tiny green arrow and text "Download File". Click on it. Then a little window should open asking you whether to open or save the file and what program to use. Choose "Save File" and WinRAR ( you might see it as WinRAR.ZIP ) for the program. Now click "OK". And if you got everything right it should ask you where to save the file. I made a new folder for all the Gimp stuff ( brushes, patterns etc ) so they are easy to find later and there is a place to save them. You might do as I did or just choose a place where you can easily find them ( the brushes ) later. Okay now go to this place ( wherever you saved them ) and double-click the icon ( or whatever it is I am awful at English ) of your brushes. Now the WinRAR will open. If it tells you to purchase the license ignore it ( just close the tiny window saying it ). Double-click on the folder "Splatter Brushes". Now make all Gimp files ( those with the little gimp logo as icon ) active with your mouse. On the top of the page is a menu. Click "Extract To". Now only thing to do is to choose where to put your brushes ( to Gimp of course but you need to find it ). Gimp is usually in Program Files, look from there first if you don`t know exactly. if you have found the Gimp folder try to find ( click on the little plus in front of the Gimp folder and new folders open ) the brushes folder. If you found it make it active and click "OK". If you got everything I said the bushes should be in your Gimp.
