Wolves are actually called cubs when they're babies, but everyone refers to them as "pups" because of their relation to dogs. It's accurate in both terms.

You've somewhat got it. "Pups" is the term used more widely, as its mostly used for canines. "Cubs" is a more generic term for the young of many very different animals. While they are both techically accurate, "Pups" is the most accurate term for baby wolves.
However, the wolves in this comic are actually Vitnir, which is NaokoHara's own species. Presumably, only "pups" is correct for them unless she says otherwise.
