Day one is always the worst. No one know the exact day the monsters are coming, they just show up. On day one, there are a ton of people in the streets who cant escape. Its pretty common to see trex over eat on the first two days.

Citizens who live on higher floors are generally safe. A few times a rex can climb to the balconies, but its a rare occurance. The only issue is the humans have to come down for food and water supplies. Thats why the Trex stay so long; they know more humans will come down eventually.
