Except he doesn't. There are some heroes that counter OD, like Bloodseeker or Spirit Breaker, but OD can take on a lot of heroes.
Although they nerfed him, so he's not as strong as he used to be. :[

Bloodseeker and Spirit Breaker are considered bad by PlayDotA theorycrafters(Spirit Baker and Bloodseeker are amazingly countered by TP scroll,something OD needs anyway)
