Sometimes I wander with all that man fat in there, it properly when straight to his hips and chest area. I know his wearing a corset with bra pads but sometimes I feel they fill them up tits with there fat due to the corset to tight but that just me. Β

Yes, with toons it is the corset just squeezing and shaping the guys into female shapes
Usually with some pain to make it funny.
Like in this picture from the Tiny Toons episode where they go out of their way to make sure we see that it is all Buster filling out the top of the female figure, not padding.

yep, and trying to balance in the high heels while some unfamiliar bouncing is going on up front makes his impersonation even harder.

Ah, so likely this female disguise is not done by choice, Likely its Babs dressing him up and being overly nasty about it because she needs a glamor girl for some plan.
