Baby form of Smeargle.Pupollock is always eager to express itself artistically. It uses the colored fluid that leaks from its paw pads to mark everything in sight with abstract artwork. It is very messy, and every Pupollock has a different pattern of paint splotches on it.

It's not really obvious but Smeargle was meant to be a dog (its German name, for example, is Farbeagle.) Makes more sense if you look at it like a long-tailed Snoopy I guess?

i kinda got an idea for this
how about as it matures, it's "apron" gets more and more messy until it becomes a dull brown color, and for some reason, unbeknown to scientists, causes it to evolve

Well, the main idea for the apron/smock thing was that the pattern is randomized like Spinda's spots. I always just liked the idea of random markings on PokΓ©mon XP Still haven't figured out the method of breeding or evolution, although it'll probably be the usual incense and happiness ways.
