It's a funny coincidence, considering Kaenan is the actual leading royal.
Royalty works like this in the empire - the first born of the royal clutch is who leads. The parents then choose a mate from one of the 13 families underneath them. The first born will always have the final say in everything while the mate is just there for reproduction and continuation of the line.
However, Kaenan is so blockheaded that he's a bit useless in some cases. Zursha, on the other hand, is perfect for the position.. so she sort of calls the shots, despite Kaenan's protests.
