After I saw that new Doctor Whooves character that Jitterbugjive/ Balddumborat introduced on his tumblr a few days ago. I just had to draw him, I totally love his design. His name is NeoSurgeon and Jitters has his backstory planned out.

As for the paint on his hooves, it was inspired by the official music video Hurts Like Heaven by Coldplay. The video came up on my playlist during the drawing process and I could picture him doing the same thing with the characters. So, my brain was like what the hell. xD

Then again, people, including Jitters on tumblr are comparing it to the gels from Portal. It actually is makes more sense when I think about it. lol
