I was so busy answering questions and filling in background, I forgot to compliment the artist. Solid, Solid work man. I love Ansley's look of surprise and your take on both of these characters. I look forward to seeing more of both of them.

Ansley is from the Borealis Republic, and the Borealis Republic places great emphasis on education. Students who fail to complete at least two years of college and pass an exit/citizenship exam become state-owned workers/serfs.

Ansley was traveling the galaxy when her scores were released. Even though she did not think it possible, she failed her citizenship exam and is now expected to surrender herself to the Republic so she can be put to work on a nice orchard somewhere.

Nope. The shaved head and bare feet mark her as a member of the Borealin thrall caste. She can look forward to a life of communal living and manual labor... which kinda sounds better and better all the time.

The Borealins (even some of the serfs) would argue that they are very free. They have a representative government with term limits where citizens with the best ideas are elected specifically to implement those ideas (and deal with unpleasant surprises that impact the Republic as a whole). The system works for them because every citizen is expected to have at least a minimum level of education (they have been criticized for being educationally homogenous). Those who fail to meet those minimum requirements are not allowed to participate in government (or free enterprise), but are still expected-- and usually want-- to be useful to the state.
