Persona: Egotistical, goofy and at times he comes off as an airhead. He thinks everyone is a fan of his music, and hates it when people make fun of him. Not a
very "chill" person when it comes down to it.

Bio: Blaine Nelson, or, "Blizzard Blaine" as he was formerly known, was once a musician, who came up with the one hit wonder "Chilling with my dudes". The rap song was actually fairly successful, and it made Blaine a lot of money, enough for him to live a rich and lavish lifestyle. Unfortunately for the would-be rap artist, he wasn't able to come up with any more songs and began to burn through his money. Eventually he became broke, but he didn't want to give up the lifestyle of the rich and famous, so he turned to crime to try and make more money, at least until he could come up with another famous hit song.

He and his friends, the aforementioned "Dudes" in his song, started off small, committing credit card scams and identity theft, but Blaine wanted a bigger score, one that would make them enough money that would allow them to keep their celebrity status. Blaine heard through the grapevine that a research lab in Sentinel City was working on some Cryogenics project. The research data from the project was worth quite a lot of money to the right buyer, and it would have made Blaine more money than he ever made as a musician.

Breaking into the research lab, when he tried to steal the data, Blaine caused an accident that injured him greatly. When he fled and went into hiding with his allies, he slowly began to notice the changes his body was going through. His skin turned ice blue and his hair turned snow white. He then realized that he was able to summon and control ice among other abilities, and thus Blaine began his career as the supervillain known as Constable Chill.

Chill and his crew have been terrorizing the city, stealing and committing robberies of all kind, and if necessary, killing those who have gotten in their way. His cohorts the Sinister Soundwave, the Bombastic Beat, and Musical Mayhem have recently run afoul of the speedster Mercury, and after soundly defeating them they are now locked away in Sentinel City's supermax prison aptly named the "Lock Up." Word has been circulating, however, that Chill has escaped and has been planning something big for his grand return.....

Heyo everyone! Here we have another villain OC bio, everyone give a warm(or chill) welcome to Constable Chill! I introduced this character back at the beginning of the Meet the Neighbors story arc of my Sentinel City series, and now I finally got the bio together for him!

He looks both cool and dangerous at the same time, even though Chill is a bit of a goof when it comes down to it.
