Woo, finally finished it! If you were wondering how I made those backgrounds in rainy-bleu.deviantart.com/art/... and rainy-bleu.deviantart.com/art/... , well here you go! Now (hopefully) you can make one too c:I hope you enjoyed my tutorial, I'd love to hear feedback~ Also, if you made a neon rainbow background using this tutorial, please give me the link in the comments, I'd love to see it! 8D

i followed all the things and it doesn't work :( i keep getting blurred out, white mashups of color whenever i use the watercolor on it!!Β

Go to your tools and find a blank box, then right click it and a list should come up. Click "watercolor" c:

When you click on the wand tool, a bar appears underneath the tool box that says "color difference". Try dragging the box to the left and it should work.

Sai is actually cheaper than most programs, it's about $70.

Select the whole canvas, then go to "edit" on top of the page and click "copy" ovo

On Photoshop it's a bit different, the end has to be done differently because Photoshop doesn't have the same strong blur tool SAI, so I used a low opacity eraser instead

In Photoshop you can use the gaussian blur filter insted of the blur tool.

you can easily avoid step 7 with photoshop you can select by color. just pick black and click delete
