i was just messing with some of the settings on medibang (the program i use)AND SOMEHOW THIS HAPPENED
I'M NOT SURE HOW BUT I LIKE IT
i got to do something similar when i'm done with it

medibang is legit the free/easy/beginner version of photoshop (probably closer to it than gimp and yes i have it and no i'm not a big fan of it)
