Ann
She's the "leader" of the Pepper Squad, altough her naiveness can often lead the duo to problems, but she has nice intentions and when focused, can be a great leader.

Wilbur
He was found as a fossilized egg at Tao Ranch, Wilbur is an easy-going pokemon, altough quite lazy, he's strong and will do anything in his power to help others.

The backstory
After the incident with Sorbet, the pokemon who worked in Tao Ranch found a fossilized egg while they were cleaning the terrain, after some days in a warm place, to the surprise of the pokemons, it hatched, what came out was a rather lazy Archen self-proclaimed Wilbur, which they really couldn't take care of, not to mention, when they asked him for help to repair the Ranch, didn't do anything.

The owners of the ranch finally got tired of him and sent him to the Village, where Wilbur found Ann, a rather cheerful yet naive elgyem, who invited him to her house (or should I say tent). After a few days of living with Wilbur, Ann asked him if he would like to start a group with him, Wilbur found it intresting, and thus, he accepted. So after that moment the Pepper Squad was born, perhaps the most silliest rescuer group in the whole village.
