Maybe have sort of dual-function appendages? The upper arms are shaped like fancy two-pronged barbecue forks . Mounted between the prongs of the fork so that it can rotate 360 degrees in its socket is a cylinder with a conventional dalek gunstick on one end and a mechanical pincer claw or conventional dalek plunger hand on the other. The claw or plunger end of the cylinder has interior hydraulics so it can extend in length when it faces outwards and has the space to do so available. The result forms a sort of rudimentary elbow joint.
