Story:

Before Bfoi:
Lucien Lost his parents very early in his life, they were Team Rocket members but one day they didn't return from one of their missions, leaving Lucien and his sister Marie all alone, the rest of the family had cut tie with them due to the Team Rocket way of life.
Together they spent their childhood in a local Orphanage, his sister being older took responsibility over Lucien and joined Team Rocket too so one day they can move away but one day, like their parents, she didn't return.
Lucien's was severely struck emotionally turning him into a emotionless and quiet boy.
One day his town city was raided by Team Aqua, they took a liking into Lucien and decided to take him in and turn him into a Team Aqua officer, he quickly rose within the ranks.
Some time afterwards Team Rocket contacted him, since his family was connect to Team Rocket they were interested in employing Lucien, they offered to make him part of an Elite Team Rocket group focused in hunting Legendaries, pay was high and they were fine with him still being part of T.A. so Lucien accepted.

After Bfoi:
While Lucien was taking part in Ohana Island's Battle-Frontier Pokemon tournament he was ordered to report to Team Rocket's Head-base, so he had to withdraw from the tournament. Back at the base, he was told that there was a potential Legendary living in the Ohana Islands and what the plan was, Lucien thought about the time he spent there and the people he met, the mission was going to put their lives in risk so Lucien refused to take part in it, sometime later he quit Team Rocket.
That gave him a new perspective on life, and decided to quit Team Aqua too.
Now he just leads the regular Pokemon Trainer life. With this new way of life he has realised how detached he is from his inner feelings.
One day he comes across a poster calling out trainers to participate in the Pokemon Dreamlabs Tournament, maybe delving into the Dream world will help him break out from him emotional chains.

Pokemon:

Froslips:
Lucien's first Pokemon friend, they met in the Orphanage, she was also a young orphan and they became good friends. When Marie wasn't around Froslips
liked to take her place as a sister. Once Lucien became part of Team Aqua he took her with him.
Now she acts as the responsible one, she is the one that deals with any interpersonal problems between the Pokemon in his team, she is fully supportive of Lucien's decisions, she still catches herself falling into the older sister role once in a while.

Lucien gave her that name because she had the most prominent lips of all the frolass and she was always smiling.

Spring:
She was also taken in by the Orphanage, she was still a young Buneary at the time, she wasn't really friendly with Lucien but she loved Marie, they were inseparable, Marie took Spring with her when she joined Team Rocket, when Marie passed away the Buneary was sent back to the Orphanage.
She was also taken by Lucien when he joined Team Aqua in his sister's memory. She wasn't meant to be a fighting Pokemon but more of a pet but one day she decided to become a fighter and eventually she was ready to evolve.

Now she has grown up a bit she doesn't act so high and mighty, she is more humble and friendly but has a short temper and gets jealous easily.

Spring was the season when Marie joined TR, so she was named after that.

Fall:
the Pokemon TA gave Lucien has his main Pokemon, a good fit to represent TA. Only a Piplup at the time, Lucien considers him his official starter Pokemon.
Having gone through rigorous training Fall stands high and mighty, almost like rock hard fortress he demands respect, he follows Lucien's commands without hesitation.
He isn't very good at emotional support so to make up for it he is very intelligent and strong.

Fall, named after a season like Lucien's sister named Spring.

-Lucien is afraid of heights, is an excellent swimmer and had training in close combat;
-Spring, as a hobby builds little wooden dolls inside her pokeball, Marie must have taught her that;
-Inside Lucien's bag is your Pokemon Trainer stuff, pokeballs, potions, medicine, drinks, money, repels, etc...
-The pokeball in his hat is Springs;
-the "Ocean" surname was given to him by Team Aqua.
