no. it is windows 8 with some tweaks.
i don't like ribbon on explorer that's why i disabled it. but you can still use ribbon with this vs if you want

if you really making themes for fun, so be it. also are you sure your themes are good enough? if you don't like it, just ignore it. i'm not forcing you to buy it. i'm really tired of people that don't understand some things. making vs is not so easy. i already made a donation option but no one donate. yes i made vs to make people happy. but how about me? i can't see consideration. even 1$ no one donate. if you still don't understand, you must make more vs and use/share it. then ignore all my paid vs! sorry for my comments. i'm kind only for those who understand me. if you don't understand me, please stay away from me!

Looks great but this section for windows 7/8 has gone to shit with pay only themes. I dont think it is legal to make people pay for modified files that Microsoft originally created.

turned this theme [link] to work ,there a small bug ,one person wrote how. but I did not get
OMG, i found why themes doesn't work sometimes, themes styles MUST be named "aero.msstyles"
for example to Fix yours i have renamed "twentythirteen.msstyles" to "aero.msstyles" and inside the "twentythirteen.theme" i have changed this line:
[VisualStyles]
Path=%ResourceDir%\Themes\twentythirteen\twentythirteen.msstyles
to
[VisualStyles]
Path=%ResourceDir%\Themes\twentythirteen\aero.msstyles
