Photoshop's animation/timeline features. Take two shading versions, give them each .1 second, and add the first one again at the end, to form a full loop. Tween 5-8 frames between the three points, and there you have it.

Oh, and to get the 8-bit look, literally save for web with only 8 colors. Turn the dither down way low for the Wolfenstein look, or way up for something a little more cell shaded.
