No, in Hetalia series an alliance is considered a marriage contract. For example the alliance between France and England although it was short. Also Austria and Hungary.

No I don't think so. There is no binding agreement that both US and Philippines are in an alliance such as the previous one. And EDCA agreement is merely strengthening the ties between two countries for military purposes.
