Description
Even with his missions with the Justice League, Oliver Queen, alias Green Arrow, had continued his one-man-war on the corruption of the American government’s CADMUS organization, or, at least, its remnants. Oliver was a brainwashed sleeper agent of one of CADMUS’s sub-divisions, all of whom were but a front for the Cult of Algol and their sorcerous masters, The Dark Side. Because of the forced brainwashing, Oliver’s life was ruined, and he made it his mission to make sure their influence on the American government ruined no-one else’s. CADMUS, the "Council for the Administration and Deterrence of Metahumans in the United States", which had existed since the late 60s, was disbanded long ago, but most of their agents and officials still roam free. One of them is Daniel Brickwell. Brickwell was one of the closest agents of Amanda Waller, second-in-command of CADMUS. Waller was the most fierce and infamous officer of CADMUS; if she was “The Wall”, Daniel Brickwell was “The Brick in The Wall.” One of Oliver Queen’s informants had recently gotten him intel on Brick and his men gaining extortion material regarding President Wade Eiling, and they plan on using it. In the city of El Paso, Texas, Brick and his men were hiding in an abandoned hotel before they can commence with their plan; the city is still recovering from an attack upon it by the AI entity Brainiac, so Brick and his men took advantage of the disarray to set up shop within the city without question. Green Arrow stalked the city, non-lethally taking down the agents of Brick as they patrolled the city streets near where they were hiding. He then entered the hotel at night, ready to fight Brick. The building had more of Brick’s men inside, and Green Arrow had to take them down, as well. In a hotel room, at a large computer system, Green Arrow snuck up on Daniel Brickwell from behind, arrow drawn, ready to launch. Calling him “Gawain”, Oliver Queen’s old codename from his sleeper-agent days with Albion Unit, a division of CADMUS, Brickwell spoke to Green Arrow from the shadows of the darkened room. Green Arrow loosed his arrow to kill Brickwell, but the arrow bounced off the back of his skull harmlessly! Brick exited the shadows, revealing his skin had become living stone! Green Arrow fired and fired, but to no avail. Even his eyes were invulnerable! Brick says that he got his hands on some of the mutagen Everyman that had entered the black market, and he literally became a living brick! Brick threw a punch at Oliver, but he missed and got his fist stuck in the wall! Oliver ran over to the computer and initiated the deletion of the blackmail material. All he has to do now is keep Brick from getting to the computer to prevent it. In a massive fight in the abandoned hotel, Brick smashed up walls in many attempts to cave in Green Arrow’s skull, but the hero dodged all of the attacks. The destruction of the building’s supporting walls lead to the hotel collapsing as the files finally completed deletion. The building plummeted to the Earth, trapping Brick inside, and Green Arrow escaped. The DEO (Department of Extranormal Operations), the government organization that replaced CADMUS, sent agents, led by Deputy Director Robert Todd to arrest Brickwell as normal police and firefighters dealt with the rest of Brick’s men and the destroyed hotel. Back with Green Arrow, Oliver returned to his home in Santa Fe, New Mexico, a few days later and turned on the news. He realized he was too late to prevent the blackmail from going through when he saw this news headline:
“President Eiling Pardons Amanda Waller.”
Notes:
* The extortion material was President Eiling taking bribes from the now-dismantled Prometheus Corporation, which was the creator of the Everyman mutagen, for looking the other way in regards to their pollution.
* The DEO’s Deputy Director Robert Todd is based on "Director Bones" from the original comics. Here, he’s a normal human instead of a skeleton with a cyanide touch.

If I may question, what drove you to make Amanda a villain, instead of her more "nebulous" self in the comics?
