I don't quite understand either why ingestion hasn't become the dominant way of administering. I can only assume that it's a combination of tradition and easier availability. Although regarding the latter ... you can still ingest the leaves, no? Maybe less effective? I have no clue. I've been offered a cookie once but didn't accept, so I'm not that familiar with THC. I'm more a psychedelics guy. (And I do know that high doses of THC can have psychedelic effects, too, but that's overkill.)

No it's not legal. However, unless you are carrying enough to be considered a potential trafficker, the cops don't care around here. It's too much paper work to go through to charge someone with small amounts. If they catch you smoking it, they usually just confiscate your stash and make you destroy your joint/pipe on the spot. This is from talking to actual cops in the city and other people's experience. It's pretty chill around here.
