That's why I decided to do a few of those myself, with various fangame Robot Masters - which often are as intriguing as the original ones.

If I wasn't wrong,the Chinese character on his flag is "廉"?That character means cheap or not corrupted.Is it because he regards himself as garbage(MegaphilX said so)?

I got that character from Google Translate, and if I recall correctly, it does mean "cheap" - but referring to his Tank Arsenal he's pointing at, rather than him (he's doing a "yard sale", it was supposed to be a little joke).
