Ah yes, Queen can fly as a Rito, but she is not a Wind Waker, so the short answer is no. She cannot control air currents.

It's pleasing enough to know that she can fly. The queen can swim, can fly...she's one well-rounded warrior. It's like the Majora's Mask of my wildest dreams.

Heheh.. I don't know if you're unfamiliar with LoZ, but I love the Zora design in Twilight Princess. That game was just so amazing design wise... (also one of my favorites from the series because I just personally liked it)
