Theoretically I guess this could apply to any art, but I get asked in the context of adoptables, so that's what I'm focusing on

This tutorial is for Photoshop but you can probably adjust the methodology to work in your program of choice! This assumes you know some basics about navigating around Photoshop, as well, since other steps are outside the scope of this tutorial, sorry!

There are many, many ways to approach this. You can get more realistic effects doing it differently than this, but if you want a stylized and easy glow, this is just my own personal method. There is no right or wrong way!
