Ctrl+Shift+C
then type in "testingcheatsenabled true" without the quotes
once you've entered that and pressed Enter Shift-click on the ghost and you should see an option that says "Edit Sim in Create-A-Sim"

Oh ok, But I was under the impression that because a ghost if a different life-state than the normal sim (or vampire) that you can't edit them in CAS. Thank you though

You can't exactly edit them. Everything stays ghostly looking. But you can change everything like with a normal Sim.
