Now this one I had fun with, toying with the concepts and setting the colours. This may take some explaining, however, so I'll get right onto that:

Fans do more than just generate cool/cold air-streams. They can also scatter scents and odors of objects within its vicinity. If something sweet were to be placed in front of the fan [i.e. an apple pie], then the fan would blow the scent of the object forward, sometimes intensifying the odor.

Back to the artwork, you can see a little air-freshener in Fan Rotom's ghost-arm. The execution of the concept, as it were, was that Rotom picks up a sweet-scented object, and uses its fan to project the scent forward, distracting and/or disorienting its opponent, or attracting just the right Poke'Mon.

While I am hoping I place somewhere, after seeing some of the entries, I wouldn't be surprised if I placed lower on the rank. Good luck to the other participants, hope you place well.
