So from what I've seen, Mayu could either stay with Frostnip, but continue to ruin the lives of millions of people. Or try to leave her, but at the risk of breaking what bond she had in her, and Frostnip possibly ending her like the others.
That's super tragic when you think about it. Poor Mayu...

You pretty much nailed it, but there could be a third possible option which I'm going to try and explore: which is Mayu perhaps being able to "rehabilitate" Frostnip, and start to have a real bond with her, like a change of heart indirectly through Mayu's actions and her relatively gentle personality despite having monster hands.
