See I think the underpants tie the look together. It provides a break in the colors so it does not seem to blend all together. The belt idea does sort of the same thing I grant you but to a lesser degree IMO. I also like the whole underpants thing because its classic.
It's just my opinion of course. You have your own and your totally within your rights to it. I am not trying to argue anything just presenting my point.

It's just personally preference, I think Mega Man has been shown enough in the pants and I'd welcome a new design, but the pants are classic (y)
