paint is essentially like their life force for them paper folks. once that's gone they're dead, however paper mario can revise the victims with his paint hammer.peach thought at the begging of the game before you revive your first toad she like "wait if you revive him will he become a zombie toad?!"Β and huey (your ally in the game) is like "no, he will be the same toad like he was before"
however in this picture, this paper version of the tutti frooty kingdom (which is ruled by princess olivia) has also been invaded by the evil slurp guys, which will suck the paint out of a person or an object and spit them back in a bucket to be shipped to bowser.

the shy guys native to this kingdom are not evil, but the evil shy guys working for bowser invade (i mean come on, the tutti frooty kingdom is really colorful, so of course bowser would target this place)
where is a hero where you need one! paper mario is well, you know, Prisma Island. and luigi is aiding him in that adventure, so there is only Paper Clare! to save them!
but in the meantime, retro must save his girlfriend (annie toad is the only toad who lives in the tutti frooty kingdom) before she becomes a blank piece of toad shaped paper!

This does bring up a point the game missed, though: Did Bowser only have the slurp guys suck the paint out of Prism Island, or did he send them to other areas of the Mushroom Β World as well?
Huey does mention that Prism Island is unusually 'bursting with paint'.
I hope to see more of Annie and Retro soon. Those two are always good for a laugh.

yeah, i do believe the rest of the mushroom world has the paint as was as stated by Huey is the life force of paper folk.
but it seems like prism island is the only place where the festivity of paint is a popular thing.
but yeah, bowser...his intentions are pretty much unknown because the black paint is controlling him but once the black paint was removed he got his memory back.
and yeah as much as i love annie and retro (and yeah i really should draw them again) but when you have over 100 characters, it's hard to keep drawing them all regularly.
