EDIT 3: Upped the power level considerably. This could now be very decent alternative to Vedalken Orrery or Leyline of Anticipation in a spell slinger deck.
EDIT 2: Changed the flashback for coin flip buyback. Properly Izzet now.
EDIT 1: Changed cost to UR. I liked the flashback effect a lot but it was too good for just U. I also like the cantrip. Adding R to the cost I think really balances it.
I did want this to be U/R with some izzet flavor. Maybe some guy with goggles smashing a clock. But I couldn't find anything like that. I like this artwork a lot too. And I'm skeptical that this card warrants red in the cost anyway.
Some critiques would be nice.

My approach to card making is art oriented more than anything else because that's what first drew me to the game. When designing a card, my objective is to balance flavor and utility in such a way that it fits into the game seamlessly and would be fun to actually play with.

I’m a perfectionist at heart, so I gladly welcome any suggestions you have. All of these cards are WIPs (works in progress). But please try to keep your feedback constructive and don’t argue with me TOO much because I’ll stick to my guns on some points. Also keep in mind this is not a cohesive set. It’s a series of cards doing homage to the artists I admire. Therefore many of them are rares and mythics, and not 50 cent ones either.

Quirckey card, almost not worth playing? the draw ability is the catch of the litter here, RU split second giver? and a coin flip- totally a fun player card

The card itself for its (R)(U) cost is a little underwhelming and would be classified as a rare (due to giving split second to next spell). What would make it unreal is if not only does it draw you a card, but you may get two mana of any color combo added to your mana pool as well. To me the card screams "Manamorphose" from the Shadowmoor block on steroids. It would be the best empty space card available: Pay two mana to get two back (of any color combo), Replaces itself in your hand by letting you draw a card, gives split second to next spell, and to top it off gives the player a chance to put it back in thier hand after it resolves. Pretty darn sweet and the art is even cooler. Another great card and keep it up!

Spells you control cost an extra UR to cast.
Spells you control are cannot be countered.
Seems fine to me.

well, you have a 50% of using it twice, and a 25% of using it 3 times. And THIS can be countered.

Holy Mizzet, that is powerful! I really like the idea, considering how Izzet it is and how balanced it is(colored mana, flip a coin probability, CMC).

meh, I think the fact that it's UR balances it since it really narrows the deck that can use this. Also you have to have UR to cast it which means the likely hood of casting it multiple times a turn drops significantly.
