Ive tried drawing with paint before but its hard to erase the sketch lines! any tips?

this will probably sound silly but the second part of the tutt.. to reline it.. i can't find that tool and honestly all the time i've had photoshop never even knew it excisted and now i'm wishing i did! i've always wished photoshop was vector based though this tool looks like it helps with that problem! but i can't find it =/ mind helping?

Might be easy for you to sketch in the beginning since you got tablet? xP At least I can't imagine how I would manage to sketch with a mouse ._.
