Ah, sorry. I saw in another comment that she was an OC, so I thought she was based on Black Orchid, not actually the character.

In the comics, she was a clone of the original Black Orchid (Susan Liden-Thorne) and a supporting character of the second Black Orchid (Flora Black).
Suzy eventually became the third Black Orchid. She was fairly prominent in a lot of different Vertigo titles before the New 52 replaced her with the Alba Garcia Black Orchid.
