Bugie ether gives it to you, or you can do what I did. I found a glitch on how to get it and now I have it. If you want I'll tell you how.

You can get the recon armor, by doing good deeds in the Bungie Forums Bungie.net, and also getting uncommon suicides on Xbox live.
