Not necessarily. Jeannie knows how to disappear without a blink, too. Let's see, near the end of episode "What's New, Poodle Dog?" she has to "exit" faster than she can blink and does so. If you have access to the discs, you can look that up. If I recall correctly, she's just telling Tony how wonderful he is when Dr. Bellows walks in.
There may be some other examples, but that's the only one that comes to mind. And while it was probably just an example of bad editing, it set a precedent for those of us that like to write Jeannie
Nice idea, though. I've also wondered if Jeannie could walk through walls as there have been instances where it seemed like she would have, other than when she stepped out of a mirror without blinking the glass away or back again

If you like. Most people don't know the show well enough to remember little details like that. You have to watch it hundreds of times to get to that point, and so he may not know (or care) about such details
