While there are less drastic treatments for lice, they take time to work - time Sly can spend thinking about them crawling around his body.With that prospect in mind, I'd rather go clean shaven too. Now that he is shaven, Sly's skin colors are more interesting than I thought they
would be, especially his feet, which I think look cool. Below are links to real bald raccoons that I used for reference:

It's not that there were no alternatives, just no quick alternatives to shaving. In fact, there
was going to be a joke that they found alternatives after he shaved, but the treatments
I found often took weeks to work.
