British retention of the Dominion of Dixie means that the United Kingdom does not place as much importance on its colonies in India and Australia.

Germany remains a mostly disunited collection of states united in an economic free-trade zone. Unlike the OTL German Empire, apart from Prussia, it is not a particularly militarized state and thus not considered a threat to the European balance of power.

Austria has ongoing terrorist problems in Italy and the Balkans, and is suffering badly from political instability. Austria raced south and captured Bosnia, Kosovo, and most of Macedonia (including Greek Macedonia) so that they could get control of Thessaloniki.

There have not been any great European wars since the end of the Napoleonic Wars. Everyone expects a war in Europe to break out over Italy since, the Austrians aren't going to pull out of Lombardy or stop supporting the Habsburgs of Tuscany. Europe’s alliance systems are even more of a mess than OTL’s in the same period, with many contradictory alliances (France and Britain remain rivals).

Russia is a republic after a successful Decembrist revolt.

The Ottoman Empire’s breakdown, surprisingly, did not lead to a general European war.

Vietnam is an independent Catholic monarchy after Father Nguyễn Văn Tâm's revolt led to the overthrow of the Emperor and the instillation of the first Catholic Emperor of Vietnam. It's fairly modernized and enjoys kicking its neighbors teeth in, including China. It's aggression towards Siam and potentially Burma is not something Britain is fond of, especially after Vietnam intervened in the Philippines war of Independence and kicked Spain's teeth in.
