i think this is done digitally, which would mean it's a lot easier then with traditional tools, if that's not the case, he/she must have used a VERY sharp eraser, or a kneadable eraser to do that.

There's also white acrylic paint pens, I've got a bunch that I use to write on tires lol ( to remember where they were the year before) The layer of paint is small enough that when you scan the artwork, it doesn't show.Β
Your can also use an electric eraser with a sharp end, the small vibration in a small space allows for tight control.Β
Trick for the poor (or cheap ^^) Take the big blocky white eraser you had in school and cut it in a diagonal, you end up with two sharp and "solid erasers" that can do fine details, you just gotta be soft with the paper,they can tear through it pretty quickly.Β
BUT, I'm pretty sure this perticular artwork was done digitaly with a brush that simulates a pencil.
P.s: You can always draw bigger, if your eyes makes for half the page, you have more than enough space to do all those fine details, you can always rescale once inside photoshop or gimp.Β
