Being a GIMP'er myself, I'd say yes you can by tweaking the paintbrush/airbrush AND use of the blend tool. Now that's just me. Not an expert by far.

is there any similar layer type from luminosity (Sai) in Photoshop, I tried it with the screen layer and messing around with hue and saturation but I dont get as shiny results as you, was just wondering

Try using the blending layer mode: colour dodge (add)Β
It should give you that effect.

So is everything done in the first layer and then you use the brush tool again on the Luminosity layer?
Or do you only blur on the Luminosity layer. I'vee tried many ways but have not figured it out. Can you explain a bit more please?
