I never understood how you did the reflection of the eyelashes. how do you do that? I got how you used overlay, but then what?

you create a new layer, paint a white reflection and then erase a few lines, so it looks like the reflection of the eyelashes. i hope that helped ? (:

You don't need to do the kind of light he did necessarily. It's not always the way light is on the eye, but I suppose if you really wanted to, on a separate layer, you could make a layer of white, turn down opacity slightly, and with a hard brush erase lines through it in the direction of the eyelashes, as it is to symbolize eyelashes reflections P:

*Wide, not white. White is a color. Apologies!

If you select the pen tool and left click once, it should place a perfect circle. Make sure in the pen settings that the 4th brush style is selected, and it looks like a complete, white square. The others are just optional settings/styles. Keep in mind that this is just for a mouse; If you're looking for help with a tablet then make sure you have a big brush set and slowly, gently stroke in a circle shape, you should have it. Follow the first step as well. This is important.
