Description
0.use only one layer1.draw a outline with dark color
2.use lighter color
3.again use lighter color ,i use same brushes like there ryky.deviantart.com/art/Light-…
4.create new layer with "LUMINOSITY" settings and make glowing with lighter color
5.create again new layer with same settings "luminosity" select lighter color and make some sparkle details.

I can't agree with this more. If you don't understand layer effects you'd never be able to reproduce these effects without putting in extra work.

Just play with settings, like overlay, luminosity
