But the rule about shoulders and hips is that men=wide shoulders and narrow hips and on women=the other way around, right?

Generally, yes. You can toy around with this, of course. Women look more masculine with broader shoulders, whereas men look more femenine with narrow shoulders.
In terms of women, it's helpful to keep the hourglass shape in mind and learn from there.
