I have to ask though... is one of his metal arms missing its actuator claws? The one on the bottom right?

Nope, it's not missing.
The ultimate doc ock can mentally change the shape of the actuator claws, that's a detail I love because it gives more life to the tentacles, they doesn't look like simple mechanic arms.
